Mission Statement

"The Yukon Land Use Planning Council advocates land use planning as a comprehensive means of addressing cultural, social, economic and environmental sustainability. The YLUPC promotes an open, fair and public process carried out by all Yukoners, as set out in Yukon First Nation Final Agreements."

Mandate

The Yukon Land Use Planning Council makes recommendations to Government and each affected Yukon First Nation with respect to land use planning as defined in Chapter 11 of the Umbrella Final Agreement.

The Council also reviews the budgets of the Planning Commissions and proposes these budgets to Government.

Members

The Yukon Land Use Planning Council comprises three members. Appointments are made by the Yukon Minister of Energy, Mines and Resources based on nominations recieved from each of the parties to the Umbrella Final Agreement.

The current Council members are:

Ian D. Robertson

Re-appointed April 2007 by the Federal Government, Chair

Ian has over 30 years of diverse planning and management experience in both the public and private sector. A planner by profession, he has worked in five provinces and three territories and has volunteered for many organizations, ranging from resource management and conservation to economic development. Ian was nominated to the Council by the Government of Canada.

Shirlee Frost

Appointed August 2010 by the Council of Yukon First Nations

Shirlee Frost is a member of the Vuntut Gwitchin First Nation. She was the Chair of the North Yukon Regional Planning Commission from 2004 – 2010, when the North Yukon Regional Land Use Plan was approved. She holds a diploma in Business Administration and has 20 years of public service experience with the Federal and Territorial governments. Shirlee Frost has served on numerous boards, including the Honouring Yukon First Nations Committee, National Aboriginal Day Committee, Yukon Aboriginal Women’s Association, Yukon Learn, Whitehorse Chamber of Commerce, Yukon Sourdough Rendezvous Society, Women’s Business Network and the Training Policy Committee.

Mel Stehelin

Appointed 2011 by the Yukon Government

Emile (Mel) is a long-time Yukoner with broad business experience, and has a Bachelor of Arts with a major in history and economics. Over the last 40+ years, he has been involved in the restaurant, hotel, real-estate, automotive, mining, and oil and gas industries. He has also served the community by helping to found the Crossroads alcohol and drug centre, being the Chairman of the Yukon Water Board (1986-1989) and being a councillor for the City of Whitehorse (2005-2007).
